Laurel Gand took over all of Kara’s Legion backstory (including her romance with Brainy) after Brainy finally let go of his pre crisis memories and the last reminders of Supergirl were erased from continuity.

So Lex is humiliated on galactic tv and the Legionnaires decide that is enough of a.punishment and let one of history's greatest villains go...now I get he sent them to the phantom zone and didn't murder them but that still seems like he got off way to easy
