I don't know why he's so suprised. Maybe he never thought that somebody would enjoy watching the stars because when he was on the moon all he could think about was watching the earth and being there. And once he was actually on earth, he never thought about space again.

I was disappointed that those were Kaworu's legs and not Shinji's hair like I first assumed so I decided to correct the situation

And as they descend the stairs before learning the truth Shinji is almost overtaken by the mist while Kaworu is in the angelic light. Even in this dire situation, he stands in front of the sky because he refuses to give up hope.
