Noelle wore her neckerchief since pre-FNV to around mid game (after sierra madre heist) then she replaced it with her iconic ranger half-cape.
Here's some previous early game art. She was a lot more awkward and also stuck in a confusing friendzone with Boone.
I'm still working on Noelle's full ref sheet but I wanna share a bit of this part since her outfit can roughly tell the timeline of each random non-chronological art and comic, especially her red neckerchief that signifies early game content.
