Flux's abilities can put him at A tier, but because he can overextend himself while using his powers and needs to keep himself restrained it might knock him down to B.

I would say at first X would be at A-B rank. He first doesn't know the limits of his powers as well as learning the extent of his abilities.
Overtime however, X has the potential to be S tier.
