IIRC the problem of hitting a target 1 foot away, falling down, and spinning in the dirt like a dud firework is mostly due to slow propellant burn.

@BeyondNerva @TheDreadShips I do have a section about water-skiing spacecraft, but they are not because of stability, more to get the dangerously radioactive engine away from the crew. And do it with the lowest mass possible: cables are lighter than girders.
