Well, 4th place is still good, but it's a fall from grace for last year's champ, Youmu.

Another big winner is Hecatia, who moved from 34th to 29th. That's just 5 spots, but it's the largest movement inside the Top 30, where only 9 characters shifted more than 2 spaces.

Koakuma: 67 -> 54 (+13)
Joon: 80 -> 68 (+12)
Kotohime: 153 -> 141 (+12)

The biggest rise for a "relevant" character would be Nazrin, moving up 14 slots from 63rd to 49th, just cracking the top 50!
