Back side laser decapping gave pretty good results for this I/O floppy disk controller by SMC (# FDC37C65x). This low power CMOS 0.8u design has serial and parallel ports. Along with a digital data separator and an IDE interface for on chip decoding & a small instruction set.
The TFK221-U259B came from my bag of old Soviet ICs but I’m not sure this is a USSR chip. Not really an exact datasheet that I could find on this but I believe it is a 5-channel LED driver.
