Using a quill acquired from Sonic (or possibly even the one from the end of the first movie), Dr. Eggman creates his own blue devil in the form of Metal, who takes a role similar to Mecha Sonic. Upon defeat, he may or may not return in a rebuilt form, there's no telling.
