As a pair the core of their relationship is about mutual emotional support. While it starts out with Tails being a straight man foil for Rouge to bounce off of and give her someone to confide in for her own problems, as she begins to grow, she tries to do the same for him.
Rouge while getting her to act more like she's 18, such as more impulsive, I'd want to focus on her flippant and selfish traits and getting her to be more willing to care about and emotionally connect with others. Think Nami from One piece or Eleanor Shellstrop from Good place.
Tails, along with making him closer in age to the others, I'd want to have him start out bit more timid and shy, but grows into being more confident and assertive, picking up some snark. Think starting out as Legoshi Midoriya mix, picks up a bit of Naota and grows into Alphonse.
To be honest, while most of the characters in the franchise have things about them I'd want to change, these two are the ones I'd overhaul the most from how poorly they've been handled. So this is less about me wanting them together in canon and more how I'd want takes to work.
