Tessa, Undine, Vedika, and even Anemone herself have had their eyes do this.
My guess is that woman is either The Founder, or the OG Magical Girl, the first one ever. She is responsible for bestowing powers to girls, though why no one can remember her is unclear.

This power also allows her to bypass the amnesia associated with the Dream Lady. All other MG's, present and former, are unable to remember her or info about her, as shown several times throughout the comic. (Their eyes go all weird.)

To me, Anemone is implied to be some sort of magical girl herself. I believe her main power is being aware of the inner workings of the universe she resides in. She is aware of everything that goes on in it, as evidenced here. It allows her to talk to us.

Twitter butchered it the first time so here’s some of my thoughts and theories about @SleeplessDomain 's resident 4th wall breaker, Anemone. (Beware of general spoilers for events in several chapters)

Seeing previous Never Satisfied covers and end of chapter pages is really fun cuz you can see all the little hints @cornhime sprinkled in, like the peacock pincushion and the color of the buttons and thread. It makes rereading the comic even more fun!

@rachelnabors @SleeplessDomain Goopy does have longer hair, which leads me to believe SOMEONE is a copycat. Goopy, those bangs are taken
