Ok, after seeing episode 4, I am confident Kang is the true mastermind behind the TVA.
1. Ravonna is his lover in the comics.
2. The guy is obsessed with keeping his future from going to shit. So, trying to keep the "Sacred Timeline" free of branches is pretty in character.
