They are wearing French court dress of the period given they are essentially Princess Peach’s courtiers.
I thought it would be funny to have Toad & Toadsworth’s chaperons (the turbans with long ‘tails’ called liripipes) perched atop their toadstools hehe.

For Pauline I looked into what the Lord Mayors of London wore back in the 15th C, a lot of their current ceremonial garb did not come in to place until later centuries so she’s wearing an adapted set of aldermen’s robes with an escoffion/wimple combo to echo her Odyssey hat.
