The bones shrink wrap to a mesh shaped the head/part of the shaft and slide based on the position of a main foreskin control, so animating it is very easy.
This character is just about done. I made the rig easier to use with custom bone shapes. While it's very likely I'll be making changes/fixes as I animate with him, the model can be downloaded by $5 patrons!

I used the object's generated texture coordinates and multiplied it with a vertex color map with colors to help influence the "direction" or "size" of the noise along the mesh. I'm still not sure what the RGB values mean besides trying to guess what colors mean up or down ^^;
Also doing a few more things for her rig. I've added simple(but effective!) automated shoulder rotation, better pits, improved boob rig (with nipple pull/push), improved leg/butt deformation, lots of stuff.
The trick is using a ton of stretch to/copy location constraints that imitates the way the skin of the scrotum behaves.
