With 101 DALMATIANS Disney was entering a new era: using Xerox tech to transfer drawings onto cels. Worried that the characters would pop out, AD Ken Anderson worked on using cels for the BGs as well. Here you can see some examples, incl some where there's an offset:

101 Dalmatians probably had some of the best environments/backgrounds for a Disney animated feature ever. Walt Peregoy did some of the preliminary color studies on the film (images 1 & 3 here).
