Honestly with Genshin's representative of the Yae family looking so similar to Sakura, if Shogun Raiden/Baal/Electro Archon doesn't look like Mei I'm going to be insanely surprised.

Also Zhongli calls her "Fox lady".
This Yae and Yae Sakura have the same voice.
She can be her, but not related to Honkai. Just a reference as they did with the Unknown God and Dvalin.

@KuurimuArt BTW this is the True Sakura Yae (she is a miko too in Honkai Impact, this new girl is her alter Ego, just like Venti being Wendy, Zhongli being Welt Yang, unknown god being Kiana, and Baal/Raiden who will be Mei Raiden Alter Ego.

この娘、八重宮司(やえぐうじ)で確定かな。崩壊3rdの八重桜ソックリですし、似たような巫女の服を着てますし、何より稲妻は日本をモチーフにした国ですからね( ˘ω˘ )

In the livestream, the girl is also said to be close friends with Zhongli and Baal. Her appearance closely resembles that of Yae Sakura from Honkai, who is, like Guuji Yae, a shrine maiden and (fox) spirit. Adding everything up, it definitely seems like we're looking at Yae.
