To me, this is one of the finest moment of comic storytelling. These panels are as much about the "idea" of America as Captain America. It become a commentary on the dream, which Coates reflect upon in his run.

They’ve often use slight details to call attention to the complexity around evil through visual cues. Looks at her eyes in this panel. Is that a US or Nazi symbol?

This issue goes out of it way to reminds us a dark and deadly history for African Americans. In some ways it goes by so quickly, but each panel is filled with a complex history that speaks to colonialism, slavery, and power.

I think she is meant to represent a communal understanding about injustice at some level. This scene in the kitchen highlight how often trauma faced by blacks are especially impose on mothers and wives.

I do think this calls our attention to the limitation of working within the system. You can argue that every black response runs into a white power structure.
