We never lived in the high Arctic until 1950's, cold war. The Canadian Government RELOCATED many families where you see arctic communities.
Before that, we generally lived along the northern tree lines as shown on the map.

I'd be really interested to know more about what was planned for the Puffle Wilds. Based off the concept art, it seems like it was supposed to be some large expansion of the island.
