He comes from images that were in one floppy disk out of many others provided by Tom Payne who was a graphic artist for Sonic 2. Tom gave it to a group that were able to extract all the images. The image filename was "bobnface"

Making 3D models from 2D requires assumptions over the design of stuff, probably even a few that are not really noticed unless you look really closely. I had gone online trying to find good reference images...four images plus an obscure YouTube video that had the default Jaeyun.
