"White" is an early modern social construct but regardless the earliest Latin Romans were an Indo-European Italic tribe indigenous to southern Europe (at a time when northern Italy also had Celtic peoples). Native North Africans & West Asians eventually became Roman citizens too.

These are Roman Egyptians, not Italic or Latin peoples from Roman Italy. For that matter the entire third of Italy used to be Celtic, inhabited by Gallic tribes like the Boii, and various Germanic & Celtic peoples became Roman citizens just like North Africans & West Asians.
