Mine would have to be Garble and Sprout. Neither of them had any charisma to make them enjoyable in spite of them being villains. In Garble's case, he was just a psychotic frat boy. Sprout was an entitled jack-hole who got too drunk with power and was hard to take seriously.

I can see parallels between The Cat and the Bat in 's Batman run.

While has invoked a more extreme version of himself, is planning to be "a bigger thorn". Which, most probably, means that she's going to be a lot more proactive in dealing with villains.
