According to The Art of Atari art book, the reason it was scrapped was because the ghosts looked too scary, not Pac-Man himself... or the million other things wrong with this picture.

Pac-Man on the NES, one of the few games my Dad, who does not play video games, could destroy! I watched him, when I was younger get past level 13, which is where the key starts and keeps repeating. I think when he ended, he had made it to level 22.
