I just reread both Avengers No Surrender and Quicksilver No Surrender. Ok. You're right the part that she isn't boosted him up. She and Emily unlocked his full limit power. But it's doesn't show that he can used that ability in his normal state.

Kari - lvl 9 Fighter - most proficient in slight of hand +8 and intimidation +8.

She only uses her intimidation if needed but when she did she forced a dragonborn cultist to strip down and surrender. XD My favourite moment in the campaign so far with her. ^^
