I'd go Stoutland but he's my favorite Pokemon so Imma put some I like and only one Normal-Type because it's my favorite and a LOT of them needs love (Wigglytuff, Cinccino, Tauros, Exploud, Girafarig etc...)

A lot of Pokemons could use some stat boost or move-set stuffs.

It's been repeatedly said that Stoutland is more comfortable in warm climates and rescues people "stranded by blizzards in the mountains", which makes it a great fit for the routes underneath Snowpoint. You could introduce Lillipup earlier as an alternative Normal-type to Bidoof

Long thought to only be a rumor, Yoshi could be found in the Safari Zone by having a Chansey in your party. It was uncatchable, but data mining shows it to be a Normal-type "EGG DINO" Pokémon.
