DeSmuME is a pretty good emulator, you can upscale and add filters to the game so it looks better!
id recommend to add either the 2xSaI filter or the 2xBRZ by going in View > Magnification Filter :D
(heres 2 examples, first one is 2xBRZ and second one is 2xSaI)

Another great promo piece out of Okano for Sonic 3D Blast! The smaller details in the face made this a tougher upscale than expected. Not as matte as I'd like, but I'll take the minor artifacts with details preserved any day.
