Worth noting that he looks much younger in the original famicom artwork, so maybe it's a case of him being intended to be younger, but he was drawn to look older after the fact. Toriyama is famously forgetful, so he probably wasn't thinking about a canon age when doing new art.

@VGDensetsu It seems Reijiro Kato had a career drawing art for magazine articles and guides, since he also did this Rockman 2 artwork for a certain issue of Beep! (before they became a Sega-only magazine), as well as Tokuma's guide to the Famicom Contra.
