Gengar is most likely a simple correction late in the production to make it match most official art and merchandise now that it had a more relevant role in the show, rather than it being meant to be special. If other Gengar appear in the future they will likely look the same.

Fun behind the scenes coloring anecdote. One of the worst things you can do is save over you're layered Photoshop working file... especially before you've gone through corrections. Luckily I was able to save this file and not have to recolor it. Magic!
