One approach to get a lot of mileage from limited palettes like the palette is to make mini-palettes for each sprite, so that if you half-close your eyes, color blobs are distinct from background. It's like blending/ dithering, just not ordered ▒

Even though my SCI0 picture viewer does undithering *purely* because I'm a lazy hack who took the easier way out, that still doesn't solve gotchas like Larry 3 picture 265 that draw their own dither patterns by hand.

Canopies actually do get special shading. The shader is written so that the top of the canopy will have an outline showing you where it ends, even without the dithering. Technically, this is the only smooth shaded thing in the entire game.

This a bit more "period correct" in terms of how clouds and fog were done for these kinds of games, and the combination of both using dithering always made me worry about overdoing it. At some point dithering becomes noise across the entire screen, and TCA was riding that line.
