Yoshida stated in the Ultimania that this artwork is from around the time Balthier and Fran first met.

This also opens the can of worms that Fran was still part of the village before that and potentially left everything behind to be with Balthier

La ultimania de Kingdom Hearts II Final Mix es una de las más completas hasta ahora. Además de tener mucho valor, el artwork de la portada es simplemente genial.

The original picture was drawn for KHUX's 3rd anniversary. He decided to re-edit and unite it for KHIII. The pattern used in the main artwork of KHIII is in the background. He says "Personally, Sora's face is a favorite."

Nomura also reveals in the Ultimania that this cat next to Ven on the cover illustration is Nomura's cat (who if I remember correctly is called Deshi).
