I suppose I’ve got to stop putting this off: in the manga, after Oolong’s wish Bulma says the dragon balls will stay inactive for “at least a year”. Then Goku goes to Roshi’s, trains 8 months, goes to the tournament, then goes DB-hunting again. Are we missing 4 months, or what?

As all this talk of kindergarten implies, Oolong is just a boy when we first meet him (though his personality makes it easy to forget): he describes himself as a “piglet” and notes that 16-year old Bulma is older than him. His official birth year is 740, making him 9 at his debut
Oolong and Puar’s schooldays are alluded to when Puar first appears, and in the anime Puar later explains that his shape-shifting skills are free of Oolong’s five minute time limit because he properly graduated (unlike Oolong, who got kicked out for panty-stealing)
This isn’t to say that all the animal folk on DB Earth were created via Animorphalin. In the game, Oolong specifies that he’s a natural-born pigman, and in the manga we see a furry fleeing Piccolo Senior’s rampage, centuries before Animorphalin was all the rage.
Oolong explains that Mt. Frypan caught fire about 10 years before Bulma and co visit, so Daizenshuu 7 dates this to 739, a decade prior to the start of the series in 749. Annoyingly, Viz adds narration later describing Ox King and Chi Chi as being locked out “for months now”.
