Not a fan of the Utrom Shredder? Admittedly, the turtles were basically fighting an android that overpowered them; not much skill involved. Basically, combined Krang & Shredder into 1 character. I did feel he was fanficked a lot in 2003 continuity.

It won’t be a breeze but Naruto’s got a much more versatile skillset plus enhanced senses in sage mode, he’s also got a pretty high battle iq.
Definitely think Naruto Comes out on top but it’d take an actual plan, he can’t just brute force it.
