The compositing for this looks as if it was done by Studio Twinkle (who assists in some episodes of the anime) instead of Asahi Production who does the brunt of the anime's photography. You can tell by how their line filter looks more like a worn out ball point pen than anything.

If I’m being honest I think he should have both sets, this is definitely more ceremonial and should be worn during council meetings but in terms of actual defense it’s a down grade, also the phenotype change is still bad he looked better with that armor on his halo 2 model
