I'm pretty sure this was from a piece of fanart made ages ago by Ruian Xiaoguo depicting a Motormaster design with a Kenworth K100 vehicle mode. When AoE started getting promotional material someone saw what was Galvatron's mode, desaturated the original art and used that.

I've always been in-favor of giving Megs a proper vehicle mode, and then having the gun/turret mode be an optional super move. Alternately, just go all the way and making him a full-on triple changer like Shockwave from the '07 game.
