Shoutouts to those Paper Mario characters I don't even know what the Hell you're supposed to be. Like not even in-universe, in the context of their function, or as an abstract series of shapes, just... in general.
I personally use lasso fill and G-pen for drawing hair. Lasso for basic shapes, pen for additional details
this tutorial is for Clip Studio Paint, however you can do the same in Photoshop. Theoretically you can do the same in Paint Tool Sai, but you have to apply outline later
