肖像権の問題が大きかったと思いますが、PS1へ続くMGSでは新川洋司さんによる筆のタッチが世界観を表しているので、実写ベースのMG2のドットとは世界観がかなり違うので移植に際してテイストをMGSシリーズと合わせたかったという思惑もあったのかなと思います。

I remember my first game I was ever able to buy with my own money was Guilty Gear for PS1, 1998.
I went to my first anime con the next year and this Justice Gachapon was my first ever figure.

Marvel Super Heroes vs. Street Fighter (PS1; 1999)

The first in the series that really brought us tag-team gameplay. With a varied cast and many 'guest' character pallet swaps on top of that, this one in particular is still a fighter that I enjoy quite a lot.

Day 26 (PS1): Tekken 3

The best things come in threes. The king of 3D fighters on the original PlayStation closed out the PS1 era with perhaps its best. Its fighting engine feels so much more like a three dimensional space with amazing brawling versus action.
