George really wanted Jar Jar to be his Goofy because he adores the character and wanted Goofy in Star Wars. Honestly would say he succeeds but he doesn't give Jar Jar enough of the lovable traits Goofy has. Jar Jar comes off more a nuisance then a well intentioned doofus.
