Another thing, bg complexity.
Simple bg: No added cost. Only line or shading cost. (example: someone setting on a couch in the void with no other bg props)
A complex bg: 4+ (crowded with props) this is including the price for the shading on the bgs.

I'll throw my hat in the ring. I've worked on a few VNs, and am currently producing one of my own. Character design, sprites, CGs, and more are well within my wheelhouse. BGs too, but I am predominantly a character artist. A medium project sounds perfect right now.
