This one looks like it's from the cancelled Sega Technical Institute game Spinny and Spike for the MD. It was supposely to be a shmup or run 'n gun with a focus on Boss Battles, like Cuphead or Alien Soldier.

I really like KOF XII and XIII Athena.
It was a nice reference to her look in Psycho Soldier.

Her Maximum Impact 2 and 2002 costume are my favorites!

The wings were attached to the arm and the tail was fat. I looked at other evolutions like Paildramon, BanchoStingmon, Angewomon, and Silphymon for ideas. the more I worked, the more the design reminded me of a soldier. So I went with that.
