Okay I wanna share my fav way to create vfx and magic spells painting in general :
-First simply paint a messy shit with the brush of your choice
-Then erase it a bit at random spots with an other brush.
-Repeat again and again until you like the shape
-And add glow + particles

Thanks! The brush-like feel is all the Photoshop Mixer Brush. I made a custom flat angle mixer brush a while back and still use it regularly.

It works best with the Wacom Art Pen as you can get a bit of barrel rotation but doesn't need it.
