Using a hard brush with a pressure-opacity, with quick short movements gives hair a really cool texture.

Now it's time to make shading on it more deep, not really worrying on light.

With each layer on hair shading, I make my brush smaller, so it imitiates hair better.

Tried GBF Chibi style here. Focused mostly on lineart that's done using old Darker Pencil based brush. It's also enhanced a bit using Noise Brush over it with the color of skin, giving slight noise texture.
Lineart could be slightly thicker.

I noticed the bullets right away. You have no idea how much I am amazed by all the little details of Chamber's "FANCY RICH EDGY" entire image.
However, I believe that the real banger in his outfit is actually his shoes.
Shoes with marble texture. Overkill.
