Seeing a lot of people wonder why Cyndaquil was chosen alongside Oshawott & Rowlet, as those seem obvious picks for the game's setting given they evolve into a samurai and an archer. My guess: Johto is the region with the closest ties to Japan's past, and required representation.

Centaur Man's weapon in Megaman 2: The Power Fighters is the Centaur arrow, this can be a reference to the fact the saggitarius constellation is both a centaur and an archer.

On that note, Rockman strategy has a boss called Saggitarius, which is exactly that.
