TBF one reason is that the art is just really good!
The contrast between a cel-shaded character with a beautifully painted BG is very appealing.
Personally, it reminds me of Akira Toriyama's art of characters just.. doing things, with the added bonus of beautiful girls!

Over the last few days I have grabbed Goku's base and SS model from DBZ Kakarot and fiddled around with in Blender, applying a cel shader and several edits in both meshes to achieve this result

I just think it's very visually interesting - the throne facing front behind her, face in shadows, good soft lighting contrasting bold cel shading in hair / If that's a skirt, it's not long enough at all. If not, she's wearing stockings over pants. Both are A Choice.
