Outside of Shantae, I have go with Risky here. She's an absolutely entertaining villain to watch and face off against in the games.

Some of her best moments are when she's not even being a villain, especially during the good ending of Pirate's Curse.

(I don't have any interest in playing the ones older than that because difficulty and I'm casual)
