What's also cool is it faked transparency
It included a ton of palletes to fake the effect in place of where the FX would be. This would later be used for shadows and background darkening in SF3

Left: SF3 sprite (larger, wider, optimized for squished pixel display)

I bring this all up, because, in the SF3 dev notes Q is not always in control & in his animations, we see him at times lash out. I've seen him described as Frankenstein's monster. I could see Doug getting all the weird motions, but then bringing in sorrow, then turn fearsome.

In case you think I'm being hyperbolic when I say the sprite art in SF3 is as good as classical art, let me assure you I'm DEAD SERIOUS. This is some incredibly complex color theory. Every color in the sprite's palette is what an experienced painter would have laid down on canvas
