I kinda struggled to make a concept for an Ethiopian as I don't know that much about the country. But a quick google search introduced me to their colourful culture with bright colours and flower decorations. This photo of Woven baskets inspired this fakemon design.

A few characters have decorations on both ears, or no decorations on their ears at all. However, the side that's most decorated corresponds to the gender of the horse.

For example, T.M. Opera O's crown always leans to the left, meaning her horse counterpart is a stallion!

I don't think so, it doesn't look like noxian armor and weapon. Especially these horns on the helmets - Noxus never looks for decoration in armor/weapon, only functionality.
It's probably just another Freljord's tribe.
