I discovered that you can give the "four bars" gradient a conical shape and it turns into a starburst.
Then I did posterize, lens distort, color curves, cartoon filter, some "lava" scratches, then sepia & mildew noise for aging. Looks like a thing, doesn't it?

The reason I stalled out on this one is I was waiting for VRay GPU to support OSL shaders so I could do parallax offset shaders for windows! Rather than having to cut them all in to a curved surface, I could just put them on as a decal. That now works, and I can get back to it!

At the coloring stage I jumped into Photoshop. I did some photobashing for the ice rock where Batman is standing on and added some snow. I added some tone using curves and color balance to give the whole piece a cold feel since that will be the general tone I want.
