Sandman is in the DC Universe and has been used numerous times. The JSA Sandman Wesley Dodds would dream about him. He gave Kyle Rayner a pep talk that made him my favorite Green Lantern. He even showed up in DC Metal. They exist, just rarely cross over. I don't read comics.
