During the Joker War, Clownhunter gained notoriety among the Clowns and made it known that any Clown that stepped foot in the Narrows would not survive for very long. This gained him the support of his community & instilled enough fear in the Clowns that they avoided the Narrows.
Bao is a teenager from The Gotham Narrows. His parents were killed by the Joker in their family restaurant. He looked up to Batman after he consoled him & promised him Joker would face justice for the murder of Bao's parents, giving him a batarang as a symbol of that promise.
