There's no known upper limit to Moxie's polymorphic abilities. As far as those who keep tabs on her, she does like to eat (a lot) but doesn't...seem to need to? Always seems to be working, and arrives strangely fast to incidents, often nanoseconds after being called.

Burnel doesn't have a traditional police force or jail system! But a group of volunteer Watch people to help with safety and infrastructure. Moxie's the head of this, a polymorph with a limb for all occasions!
