if i'm understanding it correctly it means the specular light becomes offset from the center of diffuse light as the viewing angle approaches a perpendicular angle to the light source (on a round surface)

probably not the best example but i tried to demonstrate it quickly

When light hits something at a perpendicular angle try to paint it with strokes that follow its path. When light hits something head on, it just goes splat and scatters. The surface then becomes a radiator of light, so anything near it takes the color of its highlight.

hatching + crosshatching: hatching is a set of parallel lines that suggest shading +shape. Crosshatching is when these lines overlap each other perpendicularly.
