That's Tessa from Capcom's 1996 arcade game Warzard (aka Red Earth). It's a BEAUTIFUL game! Unfortunately it was never ported to any home system!

Capcom Fighting All-Stars covered individual series with three fighters each: Zero, SFII, SFIII, Vampire/Darkstalkers and Warzard/Red Earth. But another group was in the planning stages: SF1! Eagle's CVS2 sprites would join Retsu and a scarless Sagat were planned but scrapped.
